PRISM records and verifies that receipt only; it never serves as council, signatory, authority, or receipt producer. AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. For an agent or pipeline change, tests should show:

1. parse: the input is categorized and evidence-tiered;
2. select: the right caste/tool path is chosen;
3. draft: the proposed action is explicit;
4. lint: invariants and refusal checks run;
5. ground: source paths and receipts are attached.

Witness Assertions

Witness tests should check that:

• no model call is treated as a signature;
• no pending K2 action executes by accident;
• trace storage is append-only;
• missing optional memory dependencies degrade safely;
• public claims preserve evidence posture.
