A public-DAV consequence may occur only when at least two natural-person councilors bind the exact consequence in a complete valid bound PRISM decision receipt.
PRISM records and verifies that receipt only; it never serves as council, signatory, authority, or receipt producer.
AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt.
Before receipt validity, consequence fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt.
Software deterministically carries out only the exact consequence bound to a complete valid bound PRISM decision receipt from at least two natural-person councilors binding that exact consequence.
The Canon is the constitutional library of the Skyzai organism. It contains every axiom, every protocol specification, every invariant rule, and every foundational document that governs the organism's behavior. It is held by the Foundation and is intended to be burned into every DAV at genesis. Treat that genome-language as constitutional design unless a runtime lane has explicitly proven the distribution path.

The Genome Metaphor (Not a Metaphor)
In the target architecture, the Canon functions as the genome. Every DAV instantiated in the organism would receive a complete copy of the Canon at genesis. The DAV's behavior is constrained by the Canon the way a cell's behavior is constrained by its DNA.
- Genome (Canon): Immutable instructions that define the organism's constitution.
- Epigenome (Configuration): Per-DAV settings that activate or silence specific Canon sections. A DAV focused on trading activates LP-100 sections. A DAV focused on health activates Soma sections.
- Phenotype (Runtime behavior): What the DAV actually does, given its genome (Canon) and epigenome (configuration) in its environment (market conditions, user preferences).
The K-Invariants
Nine invariants are the hardest constraints in the Canon. They are not guidelines. They are not best practices. They are binary: satisfied or violated. In the target protocol, a transaction that violates any K-invariant is rejected. No exceptions. No overrides.

Immutability and Amendment
The Canon is immutable by default. Amendments require:
- T1 or T2 evidence that the amendment improves P (phi x nu)
- Public comment period (minimum 90 days)
- Supermajority approval (66%+ of active DAVs by stake weight)
- Implementation cooling period (minimum 30 days after approval)
- Automatic rollback trigger if P-score drops post-amendment
This is deliberately slow. Constitutional change should be hard. The organism's stability depends on the Canon's stability.
Distribution
The target architecture is that every DAV receives the Canon as a Merkle tree. Each document is a leaf, and the root hash can be published on SPECTRE. Any DAV can then verify that its Canon copy matches the authoritative root. Treat that as constitutional design, not blanket present-tense deployment truth.
The Canon is not a PDF on a website. It is a cryptographically verified, universally distributed, constitutionally governed code base. The genome.
