AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt.

Three Substrates — AI Sees, Mortal Decides, Body Acts
Axiom A6 establishes that no single substrate is sufficient for sovereign agency. Three substrates are required. They are complementary, not redundant. Together they achieve what none can alone: phi = nu = 1 (the equator).

Why Three
AI alone (phi-heavy, nu-deficient): AI can observe everything and predict anything — but it cannot decide. Decision requires stakes. A model that loses nothing when it is wrong has no skin in the game. Its predictions are hypotheses, not commitments. An AI-only system has high phi (coherent pattern recognition) but no nu (no consequence, no mortality, no cost of being wrong).
Mortal alone (nu-heavy, phi-deficient): A human can decide — they have systemic awareness, mortality, and stakes. But they cannot process 10,000 OSINT sources per second. They cannot hold 100 simultaneous prediction markets in working memory. A mortal-only system has high nu (real consequences) but insufficient phi (cannot integrate enough information to decide well).
Mechanical alone (neither phi nor nu): A smart contract executes deterministically. It cannot observe (no sensors), cannot predict (no model), cannot decide (no systemic awareness). It can only do what it was told to do. A mechanical-only system has neither phi nor nu — it is a tool, not an agent.

The mortal-substrate axiom
The mortal substrate is not merely a security feature. Public-DAV consequence requires a valid natural-person quorum; private natural-person acts retain their own principal authority. The organism suggests. Natural persons decide. The reason is not only that humans might catch AI errors. Decision without systemic awareness is computation; computation without stakes is simulation.
Private-DAV reference doctrine retains K2 as its single-natural-person signer boundary. That private rule is not the active public-DAV authority contract.
The mortal substrate ensures that the organism's decisions carry the weight of mortality. Someone real, who can suffer consequences, signed for this. That signature is what makes the action real rather than hypothetical.
The Completeness Claim
Together, the three substrates cover all six D-levels:
- Mechanical: D0-D2 (distinction, binding, communication)
- AI: D2-D4 (communication, transformation, history)
- Mortal: D4-D5 (history, systemic awareness, judgment)
The overlaps (D2, D4) are the interfaces between substrates. The non-overlapping regions (D0-D1 mechanical only, D3 AI only, D5 mortal only) are where each substrate is irreplaceable.
phi = nu = 1 requires all three. Remove any one and either phi collapses (no coherent observation), nu collapses (no consequential action), or both collapse (no execution at all).
AI sees what the mortal cannot. The mortal stakes what AI cannot. The machine executes what neither can trust the other to do.
