AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt.
Before receipt validity, consequence fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt.

Cascade — The Organism's Routing Tissue

Cascade owns genotype/configuration routing: skill leaves, agent genomes, niche assignments, and dispatch schemas. It routes work into the appropriate Rosetta posture and preserves lineage. It does not observe, forecast, deliberate SHOULD, authorize, execute, or settle.
Agentz is the separate F3 SHOULD organ and decision compiler. APU is an open
utility adapter/runtime for Agentz. agentz.cloud is Agentz Cloud's pre-launch
developer/operator control plane inside Skyzai Work; it is not Cascade's
commercial identity and not a third package.

Current position: This page describes the organism's routing tissue. It routes the cognitive cycle to the right caste at the right phase. It does not perform any of the six cognitive functions.
Naming note (2026-07-03): The L0 routing tissue described here is canonically Cascade (02_ORGANISM_COMMONS/NOOSPHERE/02_INFRASTRUCTURE/Cascade/). Under the current rename canon, Agentz names the F3 SHOULD organ (see Agentz (SHOULD)), and APU is that organ's SHOULD-NOT/inhibitory face. This page's filename (35c-agentz.md) and older in-page uses of "Agentz" for the router are historical.
What Agentz Does
Agentz converts Emergentism / Rosetta / Varna doctrine into runnable agent tissue. It is the routing layer below the seven cognitive postures (L1 Caṇḍāla → L7 Systems Architect) and below the typed authority membrane above the cycle.
Every cognitive act in the organism — perception, prediction, recommendation, refusal, decision, settlement — must be routed to a caste at a specific OODA phase, with explicit authority bounds, with append-only provenance, with no cognitive merge between castes. Without a disciplined routing layer, the seven castes collapse into "an AI" and the non-merge rule that defines the architecture is lost.
Classically, Agentz is ordo (Augustine, De Civitate Dei XIX.13: tranquillitas ordinis) and architectonike (Aristotle, Nicomachean Ethics I.1–2: the ordering art that assigns subordinate arts to their proper place). The architectonic art does not produce its own end-product; it assigns. Agentz assigns; it does not enact.

The Non-Merge Rule
Agentz is L0 routing tissue. It dispatches the cognitive cycle to the right caste; it does not perform any cognitive function itself. The non-merge rule for Agentz is stricter than for Three-Stage Process organs because Agentz sits below the cycle, not within it.

The Polygenetic Skill Tree
Agentz maintains a polygenetic skill tree — a branching record of which caste patterns have been tried, which survived selection, and which were tombstoned. The tree grows through variation (L4 proposes mutations), evidence-based selection under ratified dispatch policy, and inheritance (survivors recorded in phylogeny.toml). Superseded branches are tombstoned, never deleted (K3).
