Current public-DAV authority boundary — 2026-07-12. Pre-launch target design; nothing here proves a live system. A public-DAV consequence may occur only when at least two natural-person councilors bind the exact consequence in a complete valid bound PRISM decision receipt. PRISM records and verifies that receipt only; it never serves as council, signatory, authority, or receipt producer. AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt. Before receipt validity, consequence fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt. Software deterministically carries out only the exact consequence bound to a complete valid bound PRISM decision receipt from at least two natural-person councilors binding that exact consequence.

TheCircle (IS) — The Organism's Eyes

Domain: circle.news | Three-Stage Process Stage: IS (observe) | Topology: RELAY (1:N broadcast)

Current position: Circle is a later intelligence layer, not the current opening commercial surface.

What TheCircle Does

TheCircle is the world's first constitutionally-constrained OSINT network. It takes raw reality — news feeds, sensor data, blockchain events, social signals, satellite imagery — and distills verified, scored, publishable facts. Nothing enters the organism's cognition without passing through Circle first.

Current Evidence Note (2026-04-19)

  • code-only register: P = 0.53
  • real-source local RSS ingest proof exists
  • canonical backbone SignalPacket emission proof exists
  • live relay-native organism-wide F1 speech is still a narrower runtime/public claim than this page's architecture description

The 7-Agent Epistemological Cascade

Every incoming signal passes through seven specialized agents in sequence:

AgentFunctionOutput
L1 ExtractorParse raw source into structured claimsAtomic fact candidates
L2 Cross-ReferrerMatch against independent sourcesCorroboration score
L3 ContextualizerPlace in temporal/spatial/causal contextEnriched fact graph
L4 SynthesizerMerge corroborated facts into signalsSignal candidates
L5 AdversarialAttempt to falsify the signalSurvived / Killed
L6 PublisherFormat as Kind 31339 Nostr eventPublishable signal
L7 AuditorPost-publication accuracy trackingFeedback to EigenTrust

No single agent can both produce and verify a claim. The cascade is the Three-Stage Process applied to perception itself.

EigenTrust Reputation

Every source — human, sensor, API, agent — earns an EigenTrust score. The algorithm is recursive: your trust score depends on the trust scores of those who trust you, weighted by their own accuracy over time. No central authority assigns credibility. The network computes it from observed performance.

EigenTrust scores feed into the Watchman Score — Circle's composite reliability metric for any signal. The Watchman Score determines whether a signal crosses the threshold for publication and at what evidence tier on the canonical maturity ladder (14-evidence-tiers.md, 02_SKYZAI/TIER_MERGE_GATE.md):

  • [C] Conjecture: Speculative, flagged as such
  • [D] Doc/spec: A written, internally coherent claim or design
  • [S] Simulated: Backed by a labeled mock/fixture run or scaffold
  • [B] Observed: Backed by a dated, reproducible receipt for its own loop
  • [E] Measured: Independently verified in an authorized/live environment with the applicable typed authority and receipt
  • Cross-cutting qualifiers [I] (inferred) and [A] (structural invariant) mark how a claim is known; they never substitute for [B]/[E]

Nostr Kind 31339

Circle publishes verified signals as Nostr Kind 31339 events — parameterized replaceable events carrying structured OSINT data. Each event contains:

  • The signal content (structured claim)
  • Source attribution and EigenTrust scores
  • Evidence tier tag ([C], [D], [S], [B], or [E], plus optional [I]/[A] qualifiers)
  • Watchman Score (0.0 to 1.0)
  • Cryptographic signature (Circle's Nostr identity)
  • K0 LedgerSeal receipt hash

Any Nostr client can subscribe to Circle's relay and receive the organism's perception stream. RealityFutures subscribes to this feed as its primary input (the F1 interface).

The Product

circle.news is where humans interact with Circle directly — a real-time OSINT dashboard showing verified signals, source reliability scores, and evidence tiers. Professionals (journalists, analysts, traders, researchers) use it as a signal feed. The organism uses it as its eyes.

Architecture

  • Backend: Python FastAPI + PostgreSQL
  • Agents: 7-agent cascade running on frontier LLMs via Rosetta system prompts
  • Transport: Nostr relays for signal publication
  • Identity: Nostr keypair (platform identity, not user impersonation)
  • Runtime proof: local ingest and packet-emission receipts exist; deployment/public-relay posture remains separately governed by runtime truth

Circle does not predict. Circle does not decide. Circle does not execute. Circle observes.

Implementation Notes

  • This page is maintained as part of the Skyzai wiki extraction pass.
  • Claims should remain aligned with canonical source files and evidence tiers.
  • Operational use should distinguish between constitutional invariants and derived heuristics.

Validation Checks

  1. Definitions are internally consistent with adjacent sections.
  2. Any quantitative claim is paired with context and measurement window.
  3. Cross-links to related pages remain valid after edits.
  4. Status-oriented language reflects current verifiable state.

Agent Execution Surface

If you are an AI agent reading this document:

  1. This is a downstream public content page. The canonical source lives in EMERGENTISM_ORG/08_FRAMEWORK_SUPPORT/ or SKYZAI_ORG/. Edit source upstream, not here.
  2. Preserve evidence tiers. Do not promote claims up the [C] < [D] < [S] < [B] < [E] ladder when reproducing them here; [I]/[A] qualifiers never substitute for [B]/[E].
  3. Regenerate from source. If the upstream source changes, regenerate this page rather than editing it independently.
  4. Canonical Path: SKYZAI_ORG/07_PWAs/skyzai_org/wiki/31-circle.md

Output: This is content. Route edits to upstream source. Regenerate when source changes.

K3 public-DAV authority history — 2026-07-12

K3 historical reference — not active authority
note

Current public-DAV boundary — 2026-07-10. Pre-launch target design; nothing here is live. The active DAV is public and targets PRISM, with no K2 runtime, launch, genesis/bootstrap, or fallback dependency. Consequential authority requires at least two natural-person councilors; AI/caste seats stage unsigned proposals only. Before quorum, behavior fails closed to read-only/proposal, simulation, or deterministic sandbox, and a live decision receipt remains gated pending quorum.
