A public-DAV consequence may occur only when at least two natural-person councilors bind the exact consequence in a complete valid bound PRISM decision receipt.
PRISM records and verifies that receipt only; it never serves as council, signatory, authority, or receipt producer.
AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt.
Before receipt validity, consequence fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt.
Software deterministically carries out only the exact consequence bound to a complete valid bound PRISM decision receipt from at least two natural-person councilors binding that exact consequence.

These are philosophical choices, not mathematical necessities. The theorems follow from the axioms. The experiments test whether the axioms describe reality. If any axiom is falsified, the dependent structure must be revised or abandoned. A7 (self-correction) requires it. [S]
The Axioms
A1 -- The Multiplicative Principle
P = phi x nu
Multiplicative. Zero in either collapses P.
Why not additive? An additive model (phi + nu) allows compensation: infinite nu offsets zero phi. The multiplicative model forbids it. The zero-factor catastrophe IS the ethics. A system with zero coherence or zero viability cannot flourish, regardless of how much of the other it has. [S]
A2 -- The Ektropic Force
Sum-Delta-P > 0 across the widest boundary = ethical direction
Net flourishing must increase when measured at the widest scope available. Local optimization at the expense of the whole is detectable and correctable. This is the ektropic force -- the arrow toward integration. [S]
A3 -- Dimensional Emergence
D0 -> D6: dimensions emerge when prior saturates. D6 = D0 (closure).

A4 -- Zero Extraction

A5 -- Egregore Autonomy
D5-limit standing waves (egregores) have autonomous objective function
Persistent patterns at the D5 level -- organizations, cultures, religions, markets -- exhibit self-maintaining behavior independent of their constituent agents. A DAV is an engineered egregore. [S]
A6 -- Three Substrates
Mechanical (body) + AI (charioteer) + Mortal self (warrior)
No action is legitimate unless all three participate.

Raktabija: the demon whose blood drops each become new demons. Every unchecked claim multiplies. Every unaudited encoding accumulates. A7 requires continuous self-correction at every layer. The framework includes its own kill criteria. [S]

The framework survives if every [C] is wrong. The framework collapses if any [E] is wrong. [S] claims inherit the conditional status of their axioms. [I] claims are hypotheses awaiting empirical test.
