The 5 + 1
eta = 0 Charge for work, never for captive access.
K2 A named natural person signs consequential private acts; software does not.
Public DAV At least two natural-person councilors bind the exact consequence in a complete valid decision receipt. PRISM records and verifies that receipt only — it never signs, acts, or serves as Board. AI stages unsigned proposals only.
K3 Archive first. Superseded material is tombstoned, not silently erased.
K4 Grace Exit. A participant can leave with what they brought and what they are owed.
A7 Correction is mandatory when evidence contradicts the claim.
Omega Directionality: the system is allowed to aim, but not to overclaim.
Evidence tiers
[C] conjecture · [D] documented design · [S] simulated · [B] observed · [E] measured. A separate [I] marker flags an independent qualifier; it is not a rung above evidence.

The in-browser verifier remains a work surface. The doctrine is already strict: no receipt, no reality; no verifier pass, no higher tier.
